University Research Co., LLC (URC), a US-based public health organization working in Uganda since 2005, is implementing the USAID’s Regional Health integration to Enhance Services in East Central Uganda Activity (USAID’s RHITES EC). The purpose of the Activity is to support delivery of health and HIV services in 12 districts of East-Central Uganda URC seeks qualified candidates to fill the following position;
Finance and Administration Officer- Kamuli
As part of the finance team, the Cluster Finance Admin. Officer is responsible for assisting in implementing the overall accounting and ﬁnancial control systems for the protect.
S/he is also responsible for using adequate and appropriate internal controls to meet generally recognized accounting standards.
This position takes leadership of all financial, administrative and operational needs of the cluster, including oversight over Cluster Finance & Program Assistants..
The job holder should have: (1) Specific Responsibilities: –
a) Ensure expenses are in accordance with U.S. government regulations (expenses are reasonable, allowable and allocable), and URC policies and procedures;
b) Ensure that all project-related transactions are conducted, processed and recorded as per URG system of Chart of Accounts;
c) Review Mobile Money request forms against Participant registrations / attendance forms, Approved Activity Frequents (AAR), Travel Activity Budgets, and all related support documentation from the project implementing teams and tabulate the same using Microsoft office applications (Excel, Word, & PowerPoint);
e) Ensure that internal controls pertaining to Online Banking & Mobile Money payments are robust and fully enforced to mitigate risks;
e) As part of the finance team, ensure that URC financial management policies and procedures and USAlD regulations are strictly adhered to. This includes ensuring that all USG circulars, USAID Uganda Mission policy directives and various checklists circulated are implemented;
f) Oversee Cluster assigned inventory and assist in periodic inventory asset and stores audit and advice the Finance and Administration Director accordingly.
Required Experience and Qualifications: –
(a) Bachelors Degree in Business, Accounting, Management, or any other relevant field. With additional minimum Level 2 ACCA or CPA qualification;
(b) At least three (3) years of experience in the financial management;
(c) At least two years’ experience with QuickBooks preferred;
(d) Previous experience with online banking platforms especially BEYONIC is an added advantage;
(e) Experience working with USAID-funded projects, and with Mobile Money payments modules is a strong advantage;
(f Ability to work use various Microsoft office applications;
(g) High level of integrity.
– Excellent writing, management and organizational skills, ability to independently plan and execute complex tasks while addressing daily management details and remaining organized and focused on long-term deadlines and strategy, proven ability to set priorities, multi-task and work collaboratively as well as independently; excellent interpersonal skills.
