JOB DETAIL

What will your role be?

Under the supervision of the Country Director, the Infrastructure programme Officer will:

1. Follow up and monitor in-progress operations in Transport and Urban Development sectors, including:
– follow up of the implementation of projects (loans both sovereign and non sovereign, and grant) under the responsibility of Programme officers based in Paris Headquarters; (supervision mission, analysis of procurement documents, of feasibility studies, ESIA etc.);
– reporting to Paris headquarters;
– participation in the decision making process;
– transmission to our local partners of AFD decisions and proposals made in the course of the programs;
– drafting of correspondence to borrowers, co financiers and other stakeholders.

2. Develop the portfolio and participate in appraisal process of new projects.

3. Do networking with diverse partners (Government of Uganda, relevant Government bodies, donors, NGOs, research institutions, private sector, etc.). The programme officer will in particular attend the development partners group for transport and urban development sectors and assure a follow up of both sectors in Uganda.

4. Ensure quality and risk control of our counterparts, update and compliance with AFD Group internal policies and procedures.

Who are we looking for?

– Infrastructure engineer or Transport/Urban Development engineer back ground, additional investment knowledge would be highly appreciated.
– At least five years of experience in transport or urban development project monitoring
– Good knowledge of institutional (ministerial) functioning
– Ability to work in autonomy.
– Strong interpersonal skills.
– Computer literacy Microsoft (Word, excel, etc.).
– Excellent English written and oral communication skills.
– French speaker will be an advantage (if not, French lessons would be proposed).

Type of the contract: local contract with fixed term of 2 years renewable
