JOB DETAIL

RTI’s International Education Division is currently accepting applications for Monitoring, Evaluation, and Learning (MEL) Manager for the anticipated USAID-funded Integrated Child and Youth Development (ICYD) Activity in Uganda. At near national scale, the ICYD Activity will improve early grade learning outcomes while working to ensure that children and youth are safe and healthy in their community and learning environments. Along with other results expected, this Activity will address primary school retention and develop and employ high-impact local partnerships to accomplish wide ranging objectives related to orphans and vulnerable children (OVC). This position will be  based in Kampala.

The MEL Manager will  lead and guide the ICYD activity team on MEL-related activities and ensure responsive reporting across the diverse components of the project.

The position is contingent upon award and funding.

Responsibilities include:

  • Provide technical oversight for the development of the MEL Plan, including the Performance Monitoring Plan (PMP), Learning plan/Agenda, and oversees its implementation and periodic revision.
  • Lead the development, implementation, refinement, and harmonization of ICYD’s MEL system; developing and operationalizing indicators, setting targets, and monitoring progress.
  • Establish and manage a data processing environment responsive to USAID reporting and learning requirements, including U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) reporting expectations.
  • Lead the development and implementation of a learning agenda across all the technical components of ICYD, including contributing to HIV epidemic control, orphans and vulnerable children, basic education, youth engagement, and local partner institutional capacity strengthening.
  • Contribute to ICYD’s Activity efforts to build the technical, systems, and operational capacities of local partner organizations and other relevant stakeholders.
  • Lead and contribute to ICYD efforts to be an open, learning organization; including oversight of  documentation of best practices and  the use of data to drive program design and decision making.
  • Provide information and support in the development of monthly, quarterly and annual progress reports on the status of Activity implementation, or other ad hoc client reporting requests, and contribute to other Activity reports and annual work plans.
  • Analyze project data and develop dissemination materials for project.
  • Stay abreast of new literature, innovations, policies and guidelines related to HIV.
  • Lead and supervise the ICYD MEL team.
  • Coordinate and solicit input from project partners, USAID, and other stakeholders to contribute to the MEL plan through inputs for AMELP and learning agenda.

Qualifications:

Education and Experience

  • Master’s degree in project management, development studies, research or other areas relevant to the scope and programming in this project and 12 years of overall, related professional experience.
  • 10 years of progressively more senior-level experience including supervision and management experience and capacity transfer for local partner and stakeholder counterparts; Experience coordinating with the Ministry of Education and Sports, Ministry of Gender, Labor and Social Development and the Ministry of Health advantageous.
  • At least 5 years’ experience with quantitative and qualitative M&E for international development programs in Uganda; experience with impact evaluations preferred.
  • At least 3 years’ experience managing a complex MEL program component (including establishing monitoring systems and protocol) or portfolio of complex MEL activities contracts and supervising staff.
  • Experience and demonstrated success with the establishment and management of reporting for USAID reporting and learning requirements, including PEPFAR reporting.
  • Experience relevant in leading the development of the Activity Monitoring and Learning Plan including designing key indicators and establishing targets and developing learning plans.
  • Experience with USAID’s Collaborating, Learning and Adapting framework and with using learning and data to improve program implementation.

Knowledge, Skills, and Abilities

  • Excellent technical and analytical skills directly related to the work of the proposed project, including excellent writing skills.
  • Demonstrated ability to work and communicate effectively in a cross-cultural environment and collaborate in a multi-agency setting.
  • Demonstrated experience and interest in building the capacity of project staff, local partners, and/or other stakeholders, as relevant.
  • Outstanding problem-solving skills, decision-making skills, resourcefulness, and flexibility.
  • Demonstrated leadership in learning to practice and in promoting an open culture of learning.
  • Knowledge of HMIS, DHIS2, OpenMRS, DATIM and other Uganda PEPFAR reporting platforms preferred.
