The Programme Manager for Women Peace & Security will be responsible for building strong Women Leadership and Women Peace & Security  Programme and Project teams. S/he will be developing partnerships and
successfully compete on the marketplace aiming at diversification and growth of Cordaid’s Women Peace & Security
portfolio in Uganda reaching out to multiple stakeholders ranging from clients to partners to beneficiaries.

Under the overalldirection of the Country Director, and in accordance with Cordaid policies, procedures and practices, the Programme Manager for Women Peace & Security  will be managing relevant and innovative women leadership and Women Peace & Security  programmes and projects. S/he will closely work with program and  operations colleagues to ensure efficient and effective support to programme and project development, implementation and closure while maintaining strong internal controls. S/he would also closely monitor and facilitate the evaluation of results.

Key Roles and Responsibilities

  • Project development, management and reporting
  • Monitor the progress of the project to ensure that Cordaid delivers the quality outcomes agreed upon, outputs and services as formulated in the approved project proposal. Provide advice on changes and improvements where needed.
  • Ensure the preparation of progress and financial reports and annual plans and budget to be submitted to the donor for approval. Participate in internal and external audits.

Strategy & Program Development &    Management

    • In close collaboration with Cordaid Global Office (GO) sector experts, develop and implement an appropriate and effective strategy and associated plans for women leadership and Women Peace & Security
      programmes and projects setting clear objectives, realistic timelines, full cost recovery budgets and key performance indicators.
    • In close collaboration with GO sector experts, lead the diversification and growth of Cordaid’s Women Peace & Security  portfolio within Uganda with a focus on quality and impact,
    • Provide strategic and technical guidance on key components of Cordaid’s women leadership and Women Peace & Security work to foster good practices and ensure that minimum standards are met in all sectors.
    • Conduct regular field visits to monitor the progress of programmes and projects on the ground and ensure effective oversight of and support of local partners taking corrective action with minimal delay.
    • Maintain effective coordination with other Programme Managers to enable the development of an integrated and innovative portfolio.
    • Maintain effective coordination with the Regional PMEL manager to ensure timely and correct measurement of results, outcomes and impacts and to facilitate learning towards continuous improvements in the design and delivery of programmes and projects.
    • Contributes to develop a Country Strategic Report and the Annual Country Report.
    • Implement long-term and short-term programs that create new opportunities for acquisition, retention and transformation of a diverse set of private and governmental donors.
  • Identify opportunities to support the development of Women leadership and Women Peace & Security  interventions.
  • Lead the proposal development process and technical writing for award opportunities from government agencies, multilateral and bilateral institutions, and major foundations. This includes pre-proposal, proposal development, post-submission phases in accordance to donor requirements and standards. Ensure inclusion of
    the relevant sectoral strategies in the process.
  • Functions as Project lead for the Women Leadership and Women Peace & Security  projects
  • Monitor the progress of the project to ensure that Cordaid delivers the quality outcomes agreed upon, outputs and services as formulated in the approved project proposal. Provide advice on changes and improvements where needed.
  • Identify and mitigate operational and strategic risks of the Women Leadership  and Women Peace & Security  projects

Representation and Communication

    • Develop and maintain close relationships with donors and counterparts.
    • Ensure that Cordaid programmes and partnerships are actively represented in coordination structures. Share progress and update on programme activities within the cluster system and relevant donors.
  • Contribute to the development of project related documents such as success stories and publications.
  • Facilitate documentation of stories and media materials with human interest related to Cordaid and partners’ programmes and projects and liaise with concerned units for broader coverage (digital and printed, media).
  • Ensure all programme-based needs and requirements are timely and efficiently shared with support services for best coordinated implementation.
  • Provide excellent standards in the management of the human, financial and technical resources of the organization, which includes inspiring and maintaining high standards of work and clear accountability to stakeholders.
  • Establish a consultative and participative management environment that engages and develops Cordaid project teams, combining country office and global office staff, to deliver on donor obligations hence meeting program commitment priorities.
  • Maintain a close liaison on programmatic issues with the current programme donors beyond contractual reporting requirements.

Financial & Operational Compliance

  • Ensure project quality adherence, contractual compliance and timely reporting.
  • In collaboration with the Country Office Controller, ensure responsibility for project expenditure, financial accountability and planning requirements, and provide a high level of support to program processes and procedures. Monitor the overall financial integrity of Cordaid program funds through grant management, monitoring and evaluation.
  • Provide capacity building to country office program staff to strengthen the organizational practices that result in successful financial and operational audit scores and take lead in the implementation of audit recommendations as per the findings.

Contribute to Knowledge Management and Innovation

  • Contribute to the development and introduction of innovation to ensure Cordaid is continually incorporating best practice approaches in Country Office operations.
  • Contribute to the dissemination and sharing of best practices and lessons learned for corporate development planning and knowledge building and, contribute to relevant Communities of Experts and Communities of Practice accordingly.

Qualifications and skills

  1. Master’s degree in Political Sciences, Law or equivalent
  2.  At least 5 years proven experience with project management, and team coaching, and managerial capacity in women leadership, Women Peace & Security  and programme development/implementation
  3. Proven skills on leading the proposal development process and technical writing
  4. Demonstrable experience of driving advocacy, communications, and fundraising approaches.
  5. Proven experience of representing externally to key stakeholders, maintaining donor relations.
  6. Experience of managing systems and tools to oversee complex project portfolios across different sectors and locations as well as within consortiums
  7. Experience in working with national/local actors and capacity building of national and local organisations on private sector development
  8. Ability to live and work under pressure in a rapidly changing and sometimes insecure environment
  9. Team player with excellent communication and strong participatory leadership skills
  • Excellent interpersonal, co-ordination and negotiation skills, and the ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for
    diversity.
  • Strong commitment to integrity, professionalism, creativity and innovation, learning, accountability, planning and organization, results orientation, teamwork and technological solutions.

  • Good knowledge of best practices in accelerating women leadership.
  • Good knowledge of best practices in addressing Women Peace & Security  issues for women.
  • Good knowledge in project management (from design to implementation to closure, incl. evaluation).
